96-00 Civic Dx/Ex cluster swap to Si?

how would you match the miles of the new gauge cluster to the original body mileage,

i.e. i have a EJ6 which i want to install this cluster:

how would i roll the mileage up to keep my cars genuine mileage true.

the si cluster has 91xxx miles and my car has 163xxx.

would the dealer be able to do this for me?

or will it go on dmv permanent record that the mileage is off?

Actually no you would not be able to change the miles on the cluster. Neither would the DMV or dealer. DMV doesn’t care much for this, when you do your smog they log the miles on the report and the DMV updates the tittle info automatically on their system. You can request a new tittle and it will say “Not actual miles” on the top. Don’t worry about it too much it really means nothing as long as you know about how many miles are on the motor just in case the next buyer asks. Good luck!
